The Illicit Discharge Detection and Elimination (IDDE) Program detects and eliminates illegal connections and illicit discharges to the MS4, effectively prohibiting non-stormwater discharges. The IDDE Program tracks permits for private drain connections, responds to public complaints of potential illicit discharges, screens outfalls for evidence of improper discharges, implements best management practices for spill prevention and response, and tracks the occurrence, cleanup, and resolution of illegal connections, illicit discharges, and spills into the MS4.
