What to Expect When We're Inspecting: A Guide to State and County Construction BMP Requirements and Enforcement Procedures HDOT and County of Maui

This session will offer valuable insights into the BMP inspection process conducted by both the State of Hawaii Department of Transportation and County of Maui. We will review the regulatory requirements for project BMP implementation, outline what inspectors look for during site visits, and discuss how to avoid potential enforcement actions resulting from non-compliance. Our goal is to equip contractors and project managers with the knowledge needed to maintain compliance and help projects proceed smoothly.

Hawaii Department Of Health – Field Citations Explained DOH Clean Water Branch

The DOH administer and enforce the statewide water pollution laws to protect public health and the environment. This goal is achieved by prohibiting discharges that affect water quality, keeping Hawaii’s waters fishable and swimmable for everyone. The DOH has developed a presentation that explains violations that may result in an enforcement action.

From Concept to Construction: Kaahumanu Avenue Drainage Improvements in Action HDOT and EnviroServices & Training Center

This session will provide a practical refresher on the 2022 Post-Construction Best Management Practices (BMP) Manual, highlighting key updates and differences from the 2015 version. Attendees will be guided to available online resources and introduced to updates made to the PCBMP Design Checklist and Compliance Tracking Spreadsheets. The second half of the presentation will focus on a Hawaii Department of Transportation Highways Maui District project case study, the Kaʻahumanu Avenue Drainage System Improvements project. We will examine how and why the Low Impact Development (LID) BMPs were integrated into the project and review the resulting benefits such as erosion mitigation, soil loss reduction and water quality improvement. Our project engineer will share how the design took shape, followed by insights from our construction inspector, who will share lessons learned from on-the-ground experiences and field observations.

Updating Maui County Drainage Rules Kennedy Jenks

Maui County is in the process of updating its drainage rules and developing a stormwater criteria manual. The intended goal is to provide clearer guidance in preparing drainage plans and reports. Kennedy Jenks is assisting the County in this effort. In this presentation they will provide an update on the County’s initiative, including a project timeline, introduction to the manual organization and key aspects of the proposed rule changes. A survey request will be made during the presentation to gain feedback from the engineering community.

Reef Friendly Landscaping & Beyond: Community-Based Solutions for Stormwater Pollution on Maui Maui Nui Marine Resource Council

Maui’s nearshore waters are increasingly impacted by polluted runoff and poor stormwater management, threatening coral reefs, fisheries, and community well-being. This presentation will highlight Maui Nui Marine Resource Council’s stormwater-related initiatives, with a focus on the Reef Friendly Landscaping Program—a community-driven solution that reduces nutrient and sediment runoff through sustainable landscaping practices. Jill will share lessons learned from pilot programs with resorts and residents, as well as complementary projects that integrate native plant restoration, biofiltration, and education. The talk will explore how these scalable models support watershed health and align with local climate resilience goals.

A Community-Driven Approach to Kaelepulu Storm Drainage Improvements Brown & Caldwell

This project designed a hydrodynamic separator and biofiltration curb extension to treat stormwater on Akiohala Street in the Kaelepulu watershed to reduce pollutants currently being discharged into Kaelepulu Pond in Kailua, O‘ahu. Structural BMP improvements are intended to address pollutants of concern such as sediment, trash, nutrients, and metals that are typically associated with urbanized areas. The project includes preliminary engineering analysis, stormwater infrastructure design, and preparation of construction contract documents. Community outreach was also a major component of this project and present throughout planning and design. The outreach approaches were iterative and highlight the importance of engaging the community early in the process.

    Jill Wirt is a marine conservation professional with over a decade of experience in community-based environmental programs in Hawaiʻi. As Program Director at Maui Nui Marine Resource Council, she oversees initiatives that address land-based pollution, stormwater runoff, and reef health, including the Reef Friendly Landscaping Program. Her work combines environmental education, hands-on restoration and monitoring, and collaborative partnerships with local government, nonprofits, and residents to protect nearshore ecosystems. Jill is passionate about creating programs that build community resilience and restore natural systems from mauka to makai.

    Senior Project Engineer, EnviroServices & Training Center, LLC

    Vijaya Tummala is a Senior Project Engineer at EnviroServices & Training Center with 20+ years of experience in managing Stormwater and Water Resources projects. Her expertise is in post-construction best management practice (BMP) design, inspection, and maintenance. Vijaya manages design projects that address erosion control and storm drain improvements with a specific emphasis on Low Impact Development techniques. Her work experiences include providing technical and programmatic assistance to the Hawaiʻi Department of Transportation (DOT) Highways Division, DOT Airports Division, County of Maui, Washington State DOT, Maryland State Highways Administration, and the Hawaiʻi Army National Guard.

    Terry McEnaney is a Construction Inspector with the Hawaiʻi Department of Transportation, bringing over 30 years of construction industry experience to his role. Based on Maui for more than 20 years, he has supervised and inspected a wide range of roadway, utility, and civil infrastructure projects. Terry began his career as a laborer and heavy equipment operator before moving into leadership and inspection roles, where he developed expertise in quality control, regulatory compliance, and technical plan reviews. Known for his strong commitment to safety, environmental stewardship, and cultural awareness, Terry plays a key role in ensuring Hawaiʻi’s transportation projects are delivered to the highest standards.

    Environmental Health Specialist, DOH – Clean Water Branch

    Bobbie graduated from Hawaiʻi Pacific University with a Bachelor of Science degree in Environmental Science and a Minor in Biology. She has worked for the Department of Health, Clean Water Branch in the Enforcement Section for the past 10 years as an Environmental Health Specialist. Her work involves performing inspections of construction and industrial facilities and providing compliance assistance.

    David Henderson is a Project Manager with EnviroServices and Training Center. He has a decade of experience in stormwater compliance and is a Certified Professional in Industrial Stormwater Management. He currently works with the State of Hawaiʻi Department of Transportation, Highways Maui District, in the management of its NPDES permit compliance for stormwater runoff. Having always lived in coastal communities and being an avid ocean recreator, he has a deep understanding of the importance of sustainable management of water resources.

    Mikki Slentz is a licensed Professional Engineer in Hawai‘i and California with over 14 years of experience specializing in stormwater compliance. She focuses primarily on stormwater quality for projects across both states and is an accomplished project manager and engineer. Mikki has extensive experience in MS4 program management and is well versed in construction and post-construction BMP compliance, as well as MS4 and other stormwater regulations. She holds a Bachelor of Science in Civil Engineering with an Environmental focus from California State Polytechnic University, Pomona. In her free time she enjoys being outdoors with her kids, ages 2 and 4.

Lauren’s experience includes project management, master planning, public engagement, water resource planning and stormwater management. Prior to Brown and Caldwell, Lauren served as the Executive Director of Maui Metropolitan Planning Organization. Lauren holds a master’s degree in Urban and Regional Planning from the University of Hawai‘i at Mānoa.
